Which of the following most accurately describes the problem?

• British drivers will soon have to have a photo on their driving licences, if the Department of Transport has its way.

The DTp wants to stamp out driving licence fraud and bring regulations into line with most other countries. "The driving licence is an important document; its loss and fraudulent misuse by an unscrupulous finder can cause severe difficulties for the owner and the abs ence of a photograph may make it difficult for the police when they are trying to establish a driver's identity," says Roads and Traffic Minister Christopher Chope.

A consultation paper is available from Clive Davies, policy division 1, D9, Driver Vehicle Licensing Agency, Swansea SA6 7J L.

Views on the proposals must be submitted by 31 May.
