still apply for the issue of a heavy goods vehicle driving licence without taking a test?
APart IV of the Road Traffic Act 1972 contains provision for the transitional issue of heavy goods vehicle driving licences, in section 122. No time limit was set for this and the provision is, apparently, still in force. You should ask the Licensing Authority if he will issue you with an hgv driving licence under this Section.
