Vigorous Action Over C-hire Promised

VIGOROUS action to safeguard the interests of hauliers against 'the menace" of C-hiring was promised, last week, by Mr. Alex Robertson, Scottish Deputy Licensing Authority. He said it was obvious that for some time a number of people, including hauliers and farmers, had been operating vehicles in contravention of the Road and Rail Traffic Act. under the guise of C-hiring.

"It has been difficult for my officers to put evidence of the right type before the Crown prosecutors to enable proceedings to be taken," he said. "That difficulty has now been surmounted, and recently a number of successful prosecutions have resulted in heavy fines—and more will follow."

Mr. Robertson told The Commercial Motor that where an operator voluntarily ceased C-hiring he would nortnally be agreeable to the issue of a short-term B licence until an A or B-licence application could be heard. However, the fact that short-term licences were issued did not mean that full licences would automatically follow. Each case would be decided on its merits.

Mr. Robertson added: "My offer to issue short-term licences cannot be kept open indefinitely, so it would be in the interests of all concerned to give up Chiring immediately. Sooner or later they will be caught, and I must take vigorous action to safeguard the interests of hauliers, for whom C-hiring is merely a menace to their existence."
