Which of the following most accurately describes the problem?

Vosa has been using OCRS since 2006, rating operators as green, amber or red depending on their likelihood of being compliant.

Changes to the system are due, although implementation has been delayed with no start date announced yet (CM 14 June). Changes include the removal of predictive scoring, a calculation that has frustrated many firms. When the enforcement agency had no data to rate a haulier it did so based on data it held for other companies doing the same sort of work and of the same size.

However, it is now introducing a grey code, showing that it holds no data on the company. Vosa will then focus its attention on vehicles of grey companies for traffic enforcement purposes, as well as those of red firms.

It is also introducing a weighting factor for points allocated to a company, based on when the event occurred. More recent events will attract more points than something that took place two years ago. These and other changes to OCRS are explained in more detail at: http://tinyurl.com/cobbqbf
