Which of the following most accurately describes the problem?

HEAVY RAIN IN Yorkshire on Monday (25 June) caused chaos in the region with 1:G Vs forced to queue on the A63 south of Hull and the M18 and the MI closed around Rotherham and Sheffield.

On Tuesday, the Road Haulage Association's Yorkshire manager Margaret Edmunds said there were big queues everywhere in East Yorkshire. "You can't get into Hull from the south and there's a huge queue of trucks on the A63 the road is shut because of the floods. The other routes into the city are also flooded and in some places under three feet of water."
