A North Wales haulier whose transport manager was described as being 'in name only' has been put off the road for four weeks because of hours and tachograph offences.

Sydney Joyce, trading as Ace Express, of Flint, and his former transport manager Philip Jones had been called before Welsh Traffic Commissioner David Dixon following convictions for hours and tachograph offences recorded against Joyce and his two drivers.

An investigation by Derbyshire police revealed that Jones appeared to have little to do with the day-to-day operations. He seemed to be working as a fulltime driver for another operator and was effectively transport manager in name only. An examination of two months' tachograph charts revealed offences by his two drivers, Mark Williams and Robert Martin. There was no effective system for checking tachograph records and in his ignorance Joyce had sanctioned whatever hours were necessary to get the work done.

Martin said he had worked for Joyce for about 18 months, adding: "I have never seen Mr Jones before today."
