Which of the following most accurately describes the problem?

• Southampton City Council has been forced to delay its proposed lorry ban until 1992/ 93 due to lack of funds.

It wants to ban trucks of 7.5 tonnes and above from the city centre from 23:00-07:00hrs on weekdays and all day Sunday. The council originally hoped to have the ban operational by the end of 1989.

David Lown, principal engineer, transportation of Hampshire County Council's directorate of technical services, says: "The county council decided that the scheme should be considered for implementation in 1992/93, the earliest date when finance would be available.

"This is a little later than the city council would at one time have hoped, but in view of the amount of consultation and preparatory work before the scheme could be finalised, this date is probably early enough to be realistically achieved."

When Southampton City Council first mooted the lorry ban (CM 25-31 May 1989) local transport operators who said many companies would become uncompetitive, and some small operators could be forced out of business.
