Which of the following most accurately describes the problem?

• The proposed £1.9 million lorry park project for Bellshill, near Glasgow, which StrathalIan Enterprises has steered through the initial stages was killed off last week by Motherwell District Council. Following an initial approval, the council met a spate of objections from residents and others, alleging a range of disasters were the project approved.

Strathallan indicated its disappointment and plans to appeal against the decision to Scottish Secretary Malcolm Ritkind.

The council has indicated that its decision was taken reluctantly because "planning is for people as well as development and there were an awful lot of organisations opposed to this lorry park."

For the applicant the refusal means the collapse of four years of costly work.
