AWhile the general trade licence permits a

vehicle manufacturer, dealer or repairer to run untaxed vehicles under trade plates and carriage (or towing in) of broken down vehicles, they cannot be used for vehicles engaged in the carriage of goods which, in fact, the vehicles you mention would be doing when delivering scrap or body shells.

In both cases excise duty at goods vehicles rate would be payable and in addition, on the existing system, a carriers' licence would be necessary.
