Which of the following most accurately describes the problem?

• The present out-of-hours delivery scheme—operation Moondrop—run by the freight group of the Transport Co-ordinating Council for London will not continue after the end of June. Out-of-hours deliveries will not cease; Tesco, for instance, will deliver to its own shops in the evening instead of during the daytime, while Key Markets is to have evening deliveries to its warehouses by outside suppliers. But the scheme as a whole will not continue, although several retail trades, such as grocery, are to examine the possibility of extending their own evening or early morning deliveries.

Moondrop has proved uneconomic for the retailers taking part.
