• The Traders Road Transport Association has told the Ministry of Transport that it fears a serious loophole will be created in the enforcement of goods vehicles testing and plating unless vehicle excise licence renewal is coupled with the submission of a test certificate. So far the Association has been unable to obtain an assurance that the Ministry will do this in the foreseeable future and probably not before 1970/71 at the earliest.
