• Improvements in the control of the transport of livestock by road during outbreaks of foot-and-mouth have been submitted by the RHA to the Duke of Northumberland's independent committee. This committee was set up by the Minister of Agriculture on February 15 this year to review the policy and arrangements for dealing with foot-andmouth in Great Britain following the outbreak which commenced on October 25 last year and officially came to an end on Tuesday this week.
The advent of motorways is another development of significance to the movement of livestock during outbreaks of foot-andmouth. With its limited exits, the RHA contends that relaxations during such outbreaks which in the past were made available to railways should now apply to road transport when using motorways.
Accepting that the Ministry of Agriculture must have some means of control, the RHA considers the existing scheme of control needs to be reviewed. It is too railway-oriented, the RHA claims.
