Christopher Wells, trading as Chris Wells Haulage, had applied to add seven vehicles and six trailers to his existing national licence for three vehicles. The LA, however, was only prepared to allow an increase in authorisation to a total of five vehicles and three trailers, and he cut the duration of the licence so that it expires in 18 months. Wells has only been in business for 12 months.

Vehicle examiner Thomas Ferns said that during a fleet inspection last December he had imposed an immediate prohibition on one vehicle and defect notices on two others. A vehicle presented for test in December had failed twice.

The present arrangement was that inspections were carried out by H Ashmore Transport, with Wells carrying out his own repairs, but there were no facilities at the operating centre, which was just an open piece of land.

Warning Wells about his future conduct, Brigadier Boyd described him as a new operator who had obviously taken timely advice.
