Which of the following most accurately describes the problem?

AUNITED KINGDOM type approval scheme is to be established soon for the manufacture of freight containers.

The scheme was discussed last week by Ministry of Technology officials in association with the Ministry of Labour and representatives of manufacturers and operators.

Its aim is to ensure that containers manufactured in the UK are certified as meeting British and foreign safety requirements, whether these containers are to British Standard 2951: 1965—as amended to meet ISO recommendations—or of nonstandard design. The scheme will also ensure that, where applicable, containers will meet international Customs regulations.

It provides for type testing of freight containers at approved testing stations and for containers to the approved design to be manufactured under an agreed inspection procedure for quality control.

The Ministry of Technology is to request the British Standards Institution with representatives of the UK manufacturers, Lloyd's Register of Shipping, and the UK container operators to formulate detailed proposals for the introduction of the scheme.
