Which of the following most accurately describes the problem?

THE NORTH WESTERN Traffic Commissioners, in a written decision, have refused the application by Wallace Arnold Tours Ltd. for the renewal, with fare and route modifications, of excursions and tours licences for tours starting from Rochdale, Manchester, Preston and Bolton which was heard before them in May (COMMERCIAL MOTOR, May 26, 1967).

In their opinion a licence which has not been operated for a season or two due to circumstances beyond the operator's control could not he held to he an abandonment. However, the company had voluntarily chosen not to provide any facility whatsoever under, these licences since 1957 and thus the Commissioners were of the opinion that there was nothing to renew.
