USPITE the Transport Minister's ecently-declared "no-nationalization" policy for road haulage, strong demands for complete public ownership will face the Labour Party at its annual conference in Scarborough in the autumn.

Leading the heavy brigade are the two big railway unions, the NUR and ASLEF. The NUR begins its resolution by reiterating "the long established principle that all forms of transport should be publicly-owned".

It rejects the policy in last year's NEC report as one which will not bring about maximum integration and co-ordination, and says that the only way to further the public interest is to revive the BTC.

This, the NUR insists, should also involve changes in licensing arvingements for longdistance road transport, plus the rapid expansion of BRS, which would co-operate closely with British Railways at all levels "including the servicing of liner trains".

ASLEF is less long-winded. Its resolution reads: "This conference considers the transport needs of the country can only be adequately met by a policy of renationalizalion of all forms of transport."

The Transport Salaried Staffs Association calls for further selective nationalization of private road transport businesses, stricter control of C licence's and an overall authority to co-ordinate the whole of nationalized transport.

Brighton Kemptown Labour Party adds its voice to the can for complete renationalization, and Clapham Labour Party wants more take-overs of private firms plus "severe curtailments" of C licences.

All the main points in these resolutions conflict with Mrs. Barbara Castle's current policy. Ten days ago she assured Parliament she was not going to renationalize road haulage, and seven days ago her licensing proposals showed that she is considering setting a large part of C operations free. She is also against resurrecting the BTC.
