unscrupulous gentlemen are still mixing kerosene and dery . . and getting away with it. But I understand that further "measures" are being taken to combat this. What "measures"?

AKerosene is invariably delivered "on rebate" which means that effectively it bears duty only at 2.2d. per gal., compared with 3s. 7d. per gal. duty on unrebated oil.

The Commissioners of Customs and Excise have made the Hydrocarbon Oil Duties (Rebates and Reliefs) (Amendment) (No. 2) Regulations 1967. These come into force on September 1 and prescribe that kerosene shall be marked with two chemical markers as a condition of the grant of rebate duty.

The chemical markers and the rates of marking are the same as those already used in the marking of gas oil, but there is no red colourant for kerosene.

But the Commissioners intend to exclude from marking aviation turbine fuel, certain highly specialized kerosenes, kerosenes used industrially where the use of markers would be injurious and kerosenes specifically authorized by the Commissioners to be delivered unmarked and undyed for use in the manufacture of certain additives for road fuel.
