Which of the following most accurately describes the problem?

THE EEC Commission is negotiating with the Austrian Govern ment to see whether anything can be done to ease the burden of new transit charges imposed by the authorities in Vienna.

On January 1, Austria's road transit charge went up from 0.25 schillings per kilometre/tonne to 0.30 schillings, having been unaltered since 1978.

A protest about the new charges was made by Greek MEPs, who raised the subject during question time at the January session of the European Parliament in Strasbourg.

Assurance that the question was being discussed between Brussels and Vienna was given by EEC Transport Commissioner Georgios Kontogeorgis.
