Which of the following most accurately describes the problem?

• An application by Associated Motorways for a new service between Birmingham and Bristol using the completed M5 has been granted by the West Midland Traffic Commissioners despite objections from British Railways.

In their decision the Commissioners pointed out that Associated had long been the providers of road passenger transport between the two cities and considered that competition between rival forms of transport could provide a healthy stimulus for both. They accepted that BR had invested money on track and signalling but thought that there would be little abstraction of its traffic as a result of the grant.

The application was granted subject to the qualifications that the licence should be for one year only so that the situation can be reviewed and that not more than one vehicle should be used on any departure.
