Which of the following most accurately describes the problem?

THE Minister of Transport has approved pro-1posals for a programme of classified road schemes estimated to cost some £25m., which it is hoped to start in the West Riding (Yorks.) conurbation in the years 1967-70. The Government will contribute about £18m. towards this.

Most of the schemes are designed to improve conditions in town centres, or to improve the radial routes into and out of the towns. Several of these radial routes will serve as links with the proposed Lancs.-Yorks. motorway (M62) or the London-Yorks. motorway (M1).
