THE Ministry of Transport has completed the plans for road modernization under the Government's new, extended scheme, and the draft is before the Cabinet. Parliament may be told its details next week.

The Ministry has been engaged for the past three months on sifting the conflicting claims put forward by many areas, and producing a programme within the limits which Sir Anthony Eden defined in the debate on the Address in November. He then mentioned a figure of expenditure around £45m. to £50m. a year.

Most of the benefits of the new programme will go to the north. The whole basis is that of speeding goods from the factories to the ports.
