Which of the following most accurately describes the problem?

• The Commission for Integrated Transport has issued its final report on 44-tonnersa year after they came into use.

The report highlights the demand for 44-tanners: some 15.000 were up-plated or registered new at this weight last year, representing about 20% of the UK truck parc at 38 tonnes and above.

However, It also accuses the government of failing to install sufficient roadside enforcement measures, despite recommendations in the Ors interim report of March 2000.

The commission is calling for Increased roadside checks: increased port-related enforcement activity; an early completion of the traffic areas' TAN 21 computerised administration system; an enforcement of prohibited routes: and a significant increase in fines for enforcement offences.

The report also reveals that the Department of Transport has been working with the Vehicle Inspectorate on a am package of enforcement measures in consultation with the Road Haulage Forum and its sub group on compliance and enforcement.

FTA chief economist Simon Chapman says: It Is too early to talk about the traffic and environmental benefits of 44 tonnes, but the commercial benefits are there for all to see."
