• Productivity for the haulier was all too often completely outside his control, said Mr. Noel R. Wynn, RHA chairman, in a paper read to the Monmouthshire Association of the British Productivity Council in Newport yesterday. Much depended upon the willingness of consigners and consignees to load and off-load, traffic congestion and other outside factors.
He emphasized the importance of tachographs in reducing any loss in productivity from drivers' reduced hours. -Without an instrument which will show unquestionably where time and productivity is lost there can be little hope of promoting true productivity, namely the sharing of the savings thus achieved between customer, operator and driver," he said. He called for a fresh approach by the MoT to the unions on tachographs.
Expressing his own views, Mr. Wynn drew attention to the extra costs facing hauliers as a result of plating and testing. But, he said, the feeling of alarm and despondency he had detected among smaller fleet operators was largely if not wholly misguided. "The role of the small transport contractor in the haulage industry is now so well established that he is not going to disappear overnight. Some further amalgamations into the larger groups may well occur, but these I consider will be marginal."
