Which of the following most accurately describes the problem?

• A hope that the West Midland Passenger Transport Executive might decide to emulate the other three PTEs and join the MPTA's proposed successor was expressed by the president of the Municipal Passenger Transport Association in his address to the annual conference in Eastbourne on Tuesday. This successor, the Association of Passenger Transport Operators is, as outlined earlier this year in CM, based on a constitution providing for membership from outside the municipal field as well as within it.

In his presidential address, CUT. W. L. Williams, chairman of St. Helens Corporation transport committee, said the MPTA council had continued its endeavours for the formation of a single association in road passenger transport, but there were still one or two problems to be overcome.

Continuing staff shortages and rising costs were worrying operational problems, and the president saw the immediate future as a period of consolidation after the many changes in bus transport in the recent past.
