Which of the following most accurately describes the problem?

• Newspaper speculation that the Minister of Transport was considering the partial dismemberment of the SELNEC PTE, and the handing back of municipal fleets to local authorities, were denied by the Executive on Monday. Local agitation for the return of some municipal fleets probably led to these reports when it was learned that the Minister was travelling to the North West this week. A Ministry spokesman told CM on Monday that Mr. Peyton was making a two-week tour of Britain, concentrating on docks and harbour installations this week and railways next. He is due to hold press conferences on Merseyside and in Glasgow during his tour.

During his visit to Liverpool, the Minister was expected to hear of the local PTA's financial problems at first hand.
