Which of the following most accurately describes the problem?

AN unopposed application by Henry Long (Carriers) Ltd. for nine vehicles to be switched from Contract A to B licence was granted by the Yorkshire deputy Licensing Authority, Mr. J. H. E. Randolph, at Leeds on Tuesday, Mr. P. Kenny, for the applicant, said that his client's contract customer was H. J. Heinz Co. Ltd., a wholly owned subsidiary of Heinz International Sales Ltd. Long would carry for the same customers and pick up at the same bases.

At the same hearing another unopposed application by R. Dennison and Sons Ltd. to switch six tippers from C to B licence was also granted by Mr. Randolph. Mr. Kenny. representing Dennison, said that the company operated altogether some 24 vehicles and was a member of a large group, the parent company of which was Carlton Holdings Ltd., of Wakefield. The group dealt mainly with coal and solid fuels and in the summer months the six vehicles on C licence had been lying idle for up to two days.
