Which of the following most accurately describes the problem?

AN application by Mr. E. J. Benyon, of Princes Risborough, for a new two-vehicle A licence was granted by Mr. C. R. Hodgson, the East Midland Licensing Authority, at Oxford on

Wednesday. The only objector was British Railways.

Mr. T. E. Eeley, for Benyon, said the application in effect sought permission to operate the two vehicles from Little Kimble, Bucks, instead of from Loudwater, a town nine miles away. Benyon had a fleet of 10 other vehicles and would find it more profitable and efficient if he could operate them from one base, said Mr. Eeley.

In evidence, Mr. Benyon said he had hired the two vehicles and operated them with Loudwater Haulage Ltd. In March, 1963, he bought the shares of this business and the vehicles for £4,000. He said his fleet had been fully occupied with a turnover of more than £48,000 in a year. He was also concerned in subcontract work which, he added, in six months ending June 30 had brought in more than £1,577.

Mr. Bryan R. Mills, manager of Gross Smith Agricultural Foods, of Haddenham, Oxfordshire, said he had employed Benyon's vehicles for six years on work which could not be done by British Railways. Mr. David Phillips, transport manager of T. Loader Ltd., Aylesbury, also gave similar supporting evidence.

Mr. G, R. Bignall, for British Railways, said Benyon had made two previous applications which were withdrawn after objections.
