Which of the following most accurately describes the problem?

A TOTAL of £37,650 was being spent 1-7 annually by Motor Vehicles Collection Ltd., of north west London, on the maintenance of its vehicles, it was said at a Section 178 (revocation, suspension or curtailment) inquiry which opened in London on Wednesday before Mr. D. I. R. Muir, the Metropolitan Licensing Authority. The inquiry was adjourned until Thursday.

Mr. Muir said that in June and July of this year, notices were placed on two of the company's vehicles during road checks. "As a result", he went on, "two of my vehicle examiners visited the company's premises in Luton and examined the vehicles. They placed five immediate prohibition notices and three delayed notices on them ".

The L.A. added that an unfavourable report on the company's facilities for maintenance followed a visit in August this year.

When Mr. G. Swannick, for Motor Vehicles, mentioned the maintenance figure of £37,650, Mr. Timpson, vehicle examiner who had visited the company's premises last year, said " I

would say that is colossal". Earlier, Mr. Swannick had submitted that the LA's power was restricted to dealing with prohibition in relation to current licences, and that his client ought not to have to deal with previous prohibitions. Mr. Muir agreed, and said he would take into account the prohibitions after September 1.

Appeals Dismissed : The Minister of Transport has dismissed appeals by Stockport Corporation against decisions of the North Western Traffic Commissioners refusing to grant a road service licence to operate a stage carriage service between Adswood and Manchester, and granting to Manchester Corporation and the North Western Road Car Co, Ltd. road service licences to operate jointly a stage carriage service between Adswood and Manchester. The North Western company also appealed against the grant to Stockport Corporation to operate p.s.v. along Councillor Lane, Cheadle, and this, too. WIN CESMIStied.
