Which of the following most accurately describes the problem?

BUS crews in Coventry went on strike again last Saturday. The transport committee have insisted that they should return to full working under the new schedules, which the employees want adjusted, before negotiations can take place.

The dispute has been referred to the National Joint Industrial Council for the industry hut it is unlikely to be dealt with other than as a formal report, because the men are continuing to boycott Saturday working.

In the meantime, the men have suggested alterations to the schedules.
