Which of the following most accurately describes the problem?

In its annual report the Bedfordshire County Council mentions that the decrease in vehicles exempt from licence duty is due to the fact that the Royal Air Force now registers all its vehicles with the Middlesex County Council. There is a decrease in the amount paid per licence This is due partly to the issue of short-period licences under the Road Vehicles (Part-Year Licensing) Order, which came into operation on January let. 1922, and to the increasing production of efficient cars of low horse

power, and in the case of commercial vehicles of light weight. Although there is a diminution in the number of horse-drawn carriage licences, and the average amount paid for each motor licence has decreased, yet the mechanically propelled vehicles have increased in number. Consequently the amount of licence duty has increased by £7,328 18s. 9d., this sum representing an increase of 12; per cent. The estimated number of vehicles licensed in -Bedfordshire has increased from 6,074 to 6,912, an increase of nearly 14 per cent. The number of driving licences has increased by 1,052, being an increase over 1921 of 14 per cent.

Summarizing the work of the department, the total numbers of all licences, local taxation and road fund, were 53066 in 1921 •and 37,175 in 1922, being an increase of 4,109, whilst the money collected was £67,608 16s. 3d. in 1921 and £75-316 ,13s. in 1922, being an increase of £7,707 16s. 9d., •
