Which of the following most accurately describes the problem?

• Wincanton Vehicle Rentals has made what it says is the biggest-ever fleet purchase by a contract hire company by buying 725 tractor units, trailers and vans from building contractor John Mowlem, and contract hiring them back over the next six years.

The vehicles retain the liveries of the Mowlem subsidiaries, which will continue to use their own drivers; Wincanton Vehicle Rental does not employ drivers.

The building contractor is likely to save at least 2500,000 a year from the deal. Roger Randall, managing director of WVR, says the deal is worth "several million", and that Wincanton's economies of scale help it run the vehicles more efficiently than Mowlem can in house. The company will replace 230 units in the first twelve months.

WVR, part of the Wincanton Group, runs slightly less than half of the group's 17,000 vehicles. Mowlem will operate the fleet from 180 depots throughout the UK: WVR will handle maintenance, repairs, temporary replacement vehicles and MOT testing.
