Which of the following most accurately describes the problem?

THE ROAD Transport Industry Training Board's proposed levy for 1984/5 remains the same as last year at 0.8 of one per cent. It will raise Ulm to encourage training in the industry.

The proposed levy follows consultation with employers and other interested bodies in the industry. It will now go to the Manpower Services Commission for approval and then on to the Employment Secretary.

The levy will cover grants for managers, graduates, company training officers, sales staff, apprentices and junior trainees. Heavy goods vehicle and fork lift truck drivers come under specific road haulage training grants, as so all categories of staff in the furniture removals sector.

Payment of the levy can be avoided if an employer can show satisfactory in-house training arrangements.
