Which of the following most accurately describes the problem?

AUTHORITIES in England and Wales are being called on to make a "determined attack" on the problem of industrial noise. The plea comes from Mr. Anthony Greenwood, Housing Minister, and Mr. Cledwyn Hughes, Secretary of State for Wales, after considering the final report of the Wilson Committee on noise.

The Committee stressed the importance of separating residential areas from the noise of through traffic.

In two years' time, the Ministers will ask the local authorities to report on progress and difficulties. Legal changes will then be considered.

A British Standards Institution method of rating industrial noise affecting mixed industrial and residential areas will be published soon. "Noise reduction is an important way of improving environment and local planning authorities are asked to bear this in mind when drawing up their land use and transport plans and policies", said the Ministers in a joint statement.
