AA complete articulated vehicle is not
allowed to tow another vehicle because this would, in effect, constitute a goods vehicle towing two trailers, i.e. semi-trailer and disabled vehicle.
However, there is an exemption which allows an unladen articulated vehicle to be towed if it has broken down.
