Alderman V. A. C. Baker, general manager, Birmingham Transport Department, said that it was necessary for municipal bus undertakings to create good conditions for their employees. The only way to do this was to increase wages. but he doubted whether fares could be increased to such an extent to enable conditions to be made equal to those enjoyed by workers in factories or private transport companies.
