Which of the following most accurately describes the problem?

BIRMINGHAM HAULIER Mobile Freight Services (MFS) has set up a driver apprenticeship scheme with a local college after struggling to recruit enough young category C+E licence holders.

Ian Jolley, sales director at the familyrun business (pictured bottom left), said the one-year course created with North Warwickshire and Hinckley College will help them mould young drivers.

Funding from the National Apprenticeship Service is helping to pay for the training of the first two apprentice drivers (and a third undertaking a logistics and operations qualification), who will supplement their education by working at the firm. Jolley said: “We pay the apprentices £2,000 less than the minimum wage to cover the cost of fast-tracking of the licence.”
