• Initial expressions of interest in taking over Consignia's fleet must be made by 10 October. This date was set to comply with the minimum notice periods required under EU law for such a large contract to be put out to tender.
Details of the outsourcing process have been published in the Official Journal of the European Community, available through The Stationery Office (02018Th 9090) or on http://europa.eu.int/eur-lex. Consignia will draw up a shortlist
following a "beauty contest" involving all the bidders. The final decision is not expected until next year. Likely contenders include Arval PHH, which manages 15,000 CVs, First National Vehicle Holdings, GE Capital Fleet Services
and Lloyds TSB Autolease. Lex Transfleet manages more than 20,000 CVs and claims to be the largest operator in this sector. LeasePlan is the industry leader, but most of the 120,000 vehicles it manages are cars.
