Which of the following most accurately describes the problem?

• Hauliers are making life hard for each other as they bid to qualify for the BS5750 quality control standard.

The Road Haulage Association, North Eastern district reports several examples of what it describes as "overcomplicated" systems set up to meet BS5750. One large haulier has even demanded drivers' names and addresses from a sub-contractor.

District manager Geoff Dunning says: "We've got to en courage people to keep it simple and avoid over-the-top paperwork, otherwise systems that are too complicated will fall into disuse."

Dunning believes the main problem is not with firms which hold BS5750, but companies on their way to achieving it. Many write to sub-contractors with lengthy questionnaires, says Dunning: "Some companies measure the value for money of quality by the complexity of their procedures."
