Which of the following most accurately describes the problem?

• Poor maintenance has led to the revocation of the five vehicle international PSV operator's licence held by Peter Lusher and Wendy Mawman, trading as Peter Pan Travel of Watford.

Following a two day disciplinary hearing, Metropolitan traffic commissioner Air Vice Marshal Ronald Ashford said that the partners' maintenance record was poor and there was a history of prohibition notices going back to 1982. The difficulties Peter Pan had in getting better premises could not excuse the vehicles' state — alternative arrangements for maintaining the vehicles could and should have been made.

The commissioner said he could not be satisfied that matters would improve; no agreed and coherent plan had been put forward to indicate there would be a marked change in vehicle conditions. A revised maintenance agreement had been entered into with the Ford main agent covering all the vehicles and another less precise arrange ment entered into with the AEC agent. It was far from certain, however, which vehicles would be taken where and when.

Much of the repair work would still be carried out at Peter Pan's Garston premises, which all parties were agreed were unsuitable for maintenance. That work would be done by a fitter duly qualified hut only available in his offduty hours.

It was the same arrangement that had failed in the past, said AVM Ashford, and he had no confidence that the l'eter Pan vehicles would be maintained in a fit and serviceable condition_
