Which of the following most accurately describes the problem?

I WONDER what Fred Alton, a general foreman at Ford subsidiary Basildon Radiators, thought of his son David's motion at the Liberal Assembly for free local public passenger transport at taxpayers' expense. Clement Freud described the idea as "nutty".

Fred cannot have been much more enthusiastic because one of the arguments used by his son, who is Liberal MP for Liverpool, Edge Hill, was that his proposal would reduce the use of cars. His call to abandon the building of urban motorways was also not calculated to gladden the hearts of employees in a motor industry in the depths of depression with thousands of employees laid off or on short time.

I suggest that Fred has a quiet word with young David.
