• The Annual Report of the Licensing Authorities to the Minister of Transport for the year ended September 1967 shows a marked decrease in the number of applications for A-licences and a marked increase in applications for both Band C-licences.

During the year under review the enforcement sections intensified their activities and this together with repeated warnings is seen as the main factor in the reduction in the percentage of prohibitions issued.

From the Northern Traffic Area, Mr. J. A. T. Hanlon reports a drop in Contract A applications but a 43 per cent increase in new B-licence applications. The increase in C-licence operation was apparent in Yorkshire where Mr. H. E. Robson received 530 applications. In addition the motorway construction work in this area broul,ht in shortterm applications for 600 vehicles. The North Western LA. Mr. C. R. Hodgson

reports increased enforcement activity. This has resulted in a 150 per cent increase in licence offences putting the total up to 1,247. There were 61 more new applications for B-licences during the year.

Mr. J. Else, West Midland LA, reports little change in the number of applicants. TIR certificate applications rose from 173 in 1966 to 504 in 1967. The motorway construction in this area produced 102 offences for using improperly licensed vehicles.

Contrary to the general trend, A-licence applications rose in the East Midlands area and Contract A applications fell. Mr. C. M. Sheriden reports that there has been an increase in enforcement branch activities and this has resulted in a 25 per cent increase in prohibitions. However, this is a decrease from 1966 in the percentage of prohibitions issued in relation to vehicles examined.

Mr_ W. P. S. Ormond, the Eastern Area LA, also reports a sharp increase in A applications and a decrease in Contract A work. There was also an increase in trailer capacity to meet the demands of imported trailer loads. Operators in this area report difficulty in handling over-weight trailers arriving from the Continent. The rail-borne tonnage of sugar beet fell from 5,861 tons in 1966 to 224 tons in 1967. Prohibitions by the enforcement staff show a decrease of 2,000 to two-thirds of the 1966 total.

There was a 25 per cent drop in the total number of applications received by Mr. R. Jackson in South Wales but the change from rigid vehibles to artics continued. Onethird of the vehicles not exceeding 30cwt unladen which were tested failed to pass the MoT test.

From the West Mr. J. R. C. SamuelGibbon reports a substantial increase in Contract A and B licence applications totalling 360. There is also a marked increase in TIR certificate applications from 220 to 860. This is not the only traffic pattern change—B-licensed operators are now taking full advantage of radius conditions by using the Severn Bridge.

The general trend towards Band Clicences at the expense of A-lice' nces continues in the South Eastern Area. Major General A. F. J. Elmslie also reports that he has now a full enforcement staff and that its effect is now becoming apparent.

The Metropolitan Area received 367 short-term applications from Continental operators, an increase of about 250 per Cent. Mr. D. I. R. Muir reports that none were granted permission to collect and deliver within Great Britain. Vehicle examination was intensified and there were fewer prohibitions. There was an examination of many premises before licences were renewed. This resulted in improved maintenance.

Improved standards are reported from the Scottish Area but Mr. A. B. Birnie says that the improvement is not of the order he had hoped for. In line with the national pattern, applications for C-licences rose by 1,121 other applications decreased.
