Which of the following most accurately describes the problem?

• Starting on Monday, some 60 tipper operators in the North West are embarking on an extensive costing exercise to find out what are the true costs of operating their vehicles so they will have what Mr. W. M. Farnorth, RHA area secretary, describes as "incontestable statistics" to help them during rates negotiations with customers. Hauliers in his branch, the North Western (Eastern), are co-operating with those in the Western section of the area by submitting weekly costing records for a period of six months, which are to be collated by independent accountants.

The scheme is the brainchild of the North West Tipping Liaison Committee, of which Mr. Edgar Williams of Williams Bros. (Wales) Ltd. is the chairman.
