Which of the following most accurately describes the problem?

By Chris Druce THE LONDON Lorry Control Scheme (LLCS) will remain in place during the 2012 Olympics despite the signiicant disruption expected across the road network during the period.

Despite a meeting of stakeholders, including trade associations, pushing for a suspension of the scheme earlier this month (14 October), administrator London Councils has maintained its stance.

However, it is promising a ‘light touch’ approach to enforcement during the Games, and suggested its focus will be on outer London. It says that if operators challenge any ines they receive if forced to deviate from their agreed routes and supply suitable evidence, the penalties will be rescinded.

London Councils is also working on a brieing note for operators to explain policy during the Olympics, which it hopes to publish next month. However, Chrys Rampley, infrastructure manager at the Road Haulage Association, is sceptical about how much free time small operators will have to challenge individual ines, although at £550 a irm and £120 a driver, the ines are considerable.

Natalie Chapman, head of policy for London at the Freight Transport Association, agrees, adding: “Drivers might know London like the back of their hands, but this will all change next year with numerous temporary road restrictions in place.

“We would like to see greater lexibility and clarity, as operators need to know exactly what London Councils is planning during a period of dificult delivery conditions.” For the latest news on the 2012 Games go to www.roadtransport. com/olympics • Don’t miss our free guide to operating during the Olympics inside this issue.
