Which of the following most accurately describes the problem?

NEW ROAD projects are to receive more than half the £437m rebate recently agreed by the EEC for Britain.

The Department of Transport has announced that 30 road schemes in England, Wales and Scotland will receive £250m of the rebate.

Nine of the projects are concerned with the M25. They will receive a total of £79.7m.

The biggest individual contribution is E28.9m for the Colwyn by-pass on the A5/A55.

In Scotland, there is a £3.8m contribution for the M74 Draffanom/Millbank section and £1 0.2m for the A94 Laurencekirk/Stonehaven bypass.
