Which of the following most accurately describes the problem?

WORK ON the E10m Burscough and Rufford by-pass on the A59 Liverpool-Preston Road is expected to start in April 1987.

Transport Minister Lynda Chalker said that design work confirmed the original 1978 route as the best one. She said it was hoped proposals would be published next year.

A public inquiry would almost certainly he held. The bypass had been put back into the active programme because the problems caused by lorries and other through traffic in Burscough and Rufford were recognised.

The by-pass would be a 5.3 mile (8.5 km) long single-carriageway road with single level junctions.

The future of the rest of the A59 route between Liverpool and Preston would be decided after a study into the needs of long distance traffic in the Preston/Ormskirk areas.
