Which of the following most accurately describes the problem?

FIVE mcre exemption certificates have been issued by the Health and Safety Executive as required by the Dangerous Substances (Conveyance by Road in Road Tankers and Tank Containers) Regulations of 1981.

Certificate Six exempts the volumetric provers {tanks or pipes used for the calibration of metering equipment or the measurement of fuel deliveries) operated by Caleb Brett Laboratories.

Certificate Seven exempts volumetric provers operated by local weights and measures authorities.

Certificate Eight exempts underground petrol storage tanks for Regulations Six and Seven when they are transported from a site to be cleaned and purged elsewhere. Provided that two hazard warning panels are fitted to the vehicle, the certificate also exempts these vehicles from the labelling requirements of Regulation 15.
