THE RHA's international group is conducting a survey of difficulties experienced by members in obtaining permits to operate to or through Spain.

Despite the starting of the ferry route from Southampton to Bilbao it appears that there has been virtually no improvement in the position. The prohibitive attitude of the Spanish authorities has shown no relaxation for over two years.

In September there was practically a total embargo on the granting of all permits for British commercial goods vehicles. The RHA group is becoming increasingly disturbed and is considering making more active representations to the MoT.

A particularly sore point is that the Metropolitan and other Traffic Areas are making liberal grants to Spanish hauliers who seek short-term licences for traffic between the UK and Spain.
