Which of the following most accurately describes the problem?

THE transport unions have resubmitted to the Road Haulage Wages Council the two parts of their fourpart claim which were rejected in August. These are a demand for a £1 increase in the basic weekly rate, and a third week's paid holiday.

The Wages Council is expected to meet on December 14 to consider the new demands. Meanwhile, as reported in CM last week, the proposed cut to 40 hours in the working week and the higher subsistence rates have been published as RH(85).
