Which of the following most accurately describes the problem?

THE deputy Metropolitan Licensing

Authority, Mr. C. J. Macdonald. made a statement in open court last week concerning an application made by T. W. Regan, of Giltspur Street, El, which had been withdrawn from the day's list by the applicant's solicitors only the evening before.

The deputy Authority said that the adjournment was sought because the applicant was said to be ill. This explanation would only be accepted if a medical certificate was received, because during the very same day two other calls had been made to the office by Mr. Regan upon other matters. If the certificate was not received, the application would be refused. A similarly late request for a withdrawal from the list had been made by him in another application in May of this year.

The notice was received so late, said Mr. Macdonald, that some of the objectors who were to have come from distant places had to be telephoned direct by the Authority's own staff to save them needless journeys.

Mr. Macdonald described these late withdrawals as being both reprehensible and inconsiderate. This was particularly so, he added, when all applicants are sent forms in good time before the inquiries, to be completed and returned with a simple " yes " or "no" to the question whether or not they intended to be present.
