TRANSPORT MINISTER David Jamieson has written to European Commission vicepresident, Loyola de Palacio, calling on her to step in and delay the introduction of digital smartcard tachographs.

Jamieson says vehicle manufacturers and operators fear they will be unable to fit digital tachos in time for their scheduled launch in August 2004,creating chaos.

He warns de Palacio that member states may take enforce ment action from different dates according to their own judgements of when local supplies of the digital version are adequate, leaving • operators in a legal quagmire.

Jamieson wants the EC to set a new deadline for all the EU and recommends a "co-decision proposal" which would prevent member states from postponing enforcement indefinitely.

"Both member states and the industry need a clear statement and lead from the Commission on this,"Jamieson has told de Palacio. -Without it we face legal and enforcement problems that would be inconsistent with the proper working of the internal market."

The Freight Transport Association has been calling for a delay since early this year. An FTA spokesman says: "This is a pan-European problem. We are not being Luddite about this our line is constructive because there will be all sorts of problems come August."
